Polling Engineers

How would you construct a thermostat to control a built-in radiator that only has an on/off switch on it? As of right now, a thermostat does not exist in the room and the heat is simply turned on or off by the flick of a switch. We came across this nifty device, but we're not sure how the heater is wired in order to plug it in (if it even has a plug, that is). Don't worry, it's not my apartment that's stuck in totalitarian climate control, it's TUL's significant other. It's become somewhat evident that sweating profusely in the middle of the night isn't exactly a turn-on. Who knew?
